I want to know if I can use this box to control the fuel stop solinoid for a rev limmiter. I'd like to run it on the clutch peddle as to keep from over reving the engine between shifts too. What do you think?

Doesn't it just send pulses out anyway, then cut some of them out to control revs? I don't think running the solenoid on pulses would do it much good, plus I doubt it could react fast enough. It would also be looking for a pulsed input.

Yah. Ign. swt. output to msd box then to solinoid right? The box sends out a pulsed output to a coil or in our case the fuel stop solinoid. I know that when I've tested a fuel solinoid and briefly applied and pulled away the 12v pwr. source, it's pretty responsive. I don't know, just a  thought.

i could see the stop solenoid failing... and if it stays closed while you're up there in rpm's, you could seriously hurt something in the pump.
just mess around with the governor. try using softer springs etc...

I always thought the idea of ignition cut during upshifts was to keep the throttle plates open, thusly keeping the air in the intake tract in motion. On motorcycles it also unloads the transmission so it can shift clutchless.
The factory governor will keep things from over revving, correct?
What advantage am I missing in this application?

the shut off solenoid is in the pump fuel feed. wouldn't the engine run at the same rpm/throttle position until all of the fuel inside the pump was consumed by the engine?

No because the solenoid directly feeds the plunger, so the fuel in the pump would stay where it is. There is almost no distance between the solenoid and plunger, so it would hold no fuel. Same thing as turning off your key.
