The short answer is yes.
The aneroid as you call it is a air controlled servo. Dodge people call it one thing and vw peeps call it another. On the idi 1.9's the boost pin (what you are rotating) is fairly straight thus not much extra fuel under boost.
The cummins and the 1.6 td have a radically different shaped boost pin from the 1.9. it looks like a straight 1.9 at the top and then there is a unsemetrical cone on an excentric on the bottom. Meaning the cone top isn't in the center of the pin. it's offset. Also the fat part of the cone is on the bottom of the pin.
As boost pressure rises and forces the pin down, there is a pin that follows the cone and opens up more fuel to the engine.
I have that issue of Diesel Power and the only problem i have with it is that they don.t show the pin at it's most ramped and heavily fueled setting. So did they get to that setting or did they just guess.
FYI you can put a 1.6 pin into a 1.9. Not sure about the cummins though i'l be trying it with mine to see when it warms up a bit. I'll post some pics if they're at all different.
Another side note, as I'm sure your right about vw's being modded sooner than the cummins, we cummins folk have known about fueling and boost mods for a while and there are even some things I see there that arn't here!!!!! For example, once you have a 1.6 pin you can grind the cone higher so that under full load it fuels even more!
People here have talked about the cummins 4bt pumps. A 4bt is just a 6 cyl Cummins with 2 cylinders chopped off. it's a 3.9 liter IIRC. I'm certain there are peeps who have done that mod and use a 4bt pump or it's cam plate, plunger, high pressure head etc.
I have a 6bt non ic cummins that's in my motorhome and with stock 160hp and 400lbs it can be drastically improved with a 3200rpm governing spring, a larger air filter, tuning the pump and a proper exhaust , just to name a few of the possible mods.
I love that engine, what a beast. I think a 6bt is the best motor out there with the volks close behind.
