 A fiver says that your difficulty with the procedure is in the wording of the dial gauge setup. How does it go "set zero at 1mm"?
What it is saying is rotate the bezel of the gauge until it reads zero; but leave room in the gauges travel for at least 1mm of negative travel.
This is to ensure that the gauge hasn't 'bottomed out' and is truely on the flat of the camplate (rotate engine backwards to check it stays at zero) ['on the flat'] so that the piston thrust can be accurately set to 0.88mm or 1mm or whatever depending on your engine

There's a notch in the flywheel that lines up with a pointer on the bellhousing. You'll find it in the hole on the top side of the bellhousing. That's TDC.  On the cam, there's a slot cut in the end above the flywheel. find something that fits the slot, it needs to line up with the top of the head. It's really not tough, you'll figure it out when you get in there. Just line the pointer up on teh flywheel and the cam should be right. Then you need to hold them there when you put it back together.

 Just make surethat you have the cam lobes on No1 (pulley end) pointing skywords else you'll be back here with starting problems

be careful with timing the crank.  There are actually two notches on the flywheel.  You want the one with the little "0" beside it on the front side (nearest to you when you are standing in front of the car).  The other one will give you timing that is 180 degrees off (and will wreck your engine if you try to turn it over like that with the timing belt on).  A good way to know you have the right notch is to feel for compression in the #1 cylinder injector hole.  But again be careful when turning the crank if the timing belt is off and the cam is not moving.  You can't turn it very far because the piston will hit the valves.  Cam timing is easy.  Just get both lobes on the #1 piston valves pointing up (TDC compression, exhaust and intake both closed) then instal the locking plate (or a reasonable facsimile thereof) in the notch at the end of the camshaft and your cam is timed.  Then when you are putting the belt on you usually have to hold the injector pump pulley at TDC because it springs up a bit (locking pin doesn't hold it very well) and the belt will be a tooth off.  You also need to take the cam pulley off to get the belt on right.... (hopefully I'm not confusing you).

Everything that has been said is good advice and should be helpful.  However, you probably need a good start-to-finish explanation with pictures, etc.  For this you need the Bentley Manual.  If you say your manual doesn't explain it well enough, then you must not have the Bentley.  It is by far and away the best money I've spent on my VW diesel.  Go to bentleypublishers.com if you don't already have a source for one.

I would only add that you check out this recent thread since the manual specifies a certain tool that no one seems to have.

http://www.vwdiesel.net/phpBB/viewtopic.php?t=1153

Also, most places that sell VW specific tools will have a three piece set (cam lock, IP lock, belt tensioner) for doing the job.  Not absolutely necessary, but worth the cost I think.

  Belt tensionometer

IMO If belt is too tight it will sing if you start the engine up. Think violin string  nay think Jimmy Hendrix running his fingers up and down.
Slacken till you can push with one index finger   (stretched outwards and pushing perpendicular and not  downwards through your finger)   between cam and pump between 5 and 10mm  :!: ish :!:

too tight a belt will also wear out your injection pump's bearings really quickly.
