VNT operation?

When looking at the turbine wich way do the vanes face when closed for full boost? Do they point at the turbine or lay flat? I'm confused about it and while designing my controller i'll need to know this. I could make it work both ways in my head i'm sure the right way will make more sense.

Laying more flat and closed increases the velocity and boost and restriction.
Glad to hear it's finally getting to the point of going on.
