1.5 timing issues

I recently instaled a 1.5 inplace of my seized 1.6eco because of money an time issues. After installing I tried to turn it by hand to see if the timing was on. It turns good and seems to have good compression but when it comes to the #3 cyl it stops. It is hard enough that it will probably break or skip a tooth of the timing belt if I go any harder. I removed the valve cover and installed the timing tools to see if maybe the timing was off. It was still good evrything was lined up where it was supposed to be. Any ideas what might cause this? is there a way to be sure it is a bent valve with out taking the head off?

Did you get a complete engine or just a head and block.

I would take out the #3 injector and see if the bottom of the valve is laying in  there.

I've had a valve break (It was on a gasser) and it did the same thing.
