Connecting Rod Stretch Bolt Replacement?

Do the con rod stretch bolts need replacement after they are undone once, or can I simply follow the torque/1/4 turn suggestion that the Bently manual shows?

What about the TD bolts? The part number I get from Etka seems to be in short supply.
