I just had the injectors rebuilt last week as i knew they were bad. I thought that was the problem. Nope wasn't that. Put on a new filter first and it didn't cure it so i figured it was the injectors. Timed it again yesterday to be sure it didn't jump a tooth. Nope Just seems like it won't suck fuel. It lost all its power and runs ***ty. If you force feed the fuel with a bottle its a little better. Figure its gotta be the pump, With over 300k.

Best price i found on a rebuild was $600 plus tax. Price of a complete engine.

An electric feed pump that runs 5psi or so might get you by till the new pump arrives

The pulley doesen't wobble. I had the special alternator pully installed about 50K ago.

With the clutch pushed in it won't rev past 2,700. Sometimes it won't go past 2,200. On the road its dead no power. Half the time the fuel is full of air.

What should i look for exactly?

Didn't realize it was sucking air... If it's the inlet line full of air I don't see how the pump could be at fault, more likely an air leak or blockage somewhere in the fuel system. I've seen them leak at the little bellows on the telescopic fuel pickup inside the tank (goes away when tank is full). Also seen leaks or cavitation at the check valves above the fuel pickup (often because they were clogged with debris) and at any of the rubber connections in the area of the tank. Cavitation and bubbles can occur due to excessive vacuum in the inlet line as well, this can be due to blockages or massive flow due to using an improper outlet banjo bolt in the pump.

Just some things to check before you do a whole bunch of work...

i'm thinking its not in the fuel system because i took the feed line off the filter and put it directly into a 1 litre jug of diesel and it still doesen't take its fuel. Seems a little better if you gravity feed the bottle. Turn it upside down and squeeze.

The car has ran fine. i shut it off the other night and once i started it again its done this ever since. Re checked the timing and it didn't jump a tooth. Belt was new 40k ago. Replace the fuel filter. Replaced the check valve at the tank as it wasn't holding. The platic piece in the filter. Injectors were crappy so had those rebuilt but didn't change anything.

I went thru issues that sound similar to this with my 97 TD.  After rebuilding the injection pump I found the problem to be the fuel shutoff solenoid connector was loose and losing connection. at higher RPM's it would wiggle itself loose and eventually came right off stranding me on the highway.  
After spending almost $1700 on parts and labour it turns out the little 80 cent connector was causing me all this grief.  
Not sure if you could attribute your problems to a faulty wire connector but the whole time I was looking big when the problem was small.
