AAZ max fuel screw issue

I just got a new toy to play with - a '94 mk3 turbodiesel 1.9 - whoop!

i've had it half a week, and i've already adjusted the limit switch so that the turbo spools earlier (just above 1/4 throttle), and i've turned the fuel screw in just a little, maybe 1/3 turn.

the problem is that the pump has both a main throttle stop for idle, as well as a separate vacuum controlled shaft for cold idle and air/conditioning. this too has adjustable stops but no matter what i did i couldn't seem to get the idle to drop - is there yet another idle control on this pump?

i'm sure the pump has plenty more fuel to give before runaway, since i still cant get any smoke happening. adjusting the screw that 1/3 turn has helped, the car is a little faster, but its still underfuelled.

anyone help?
