1.6TD runaway problem

Long story short, engine starts and rpm goes to max instantly.Fuel screw should be in basic setting. Turbo is not connected so its not oil fumes. Pump is not stuck (Gov shaft and throttle shaft are moving freely. Cam, crank, pump timing is correct. Engine has not run for few years and i dont know what else to look. Can the problem be in lower section of the pump? If im correct then the pump was filled with diesel when it sat for few years, theres no rust and pump seems clean inside.

Possibility of blowby because the piston rings may be stuck or shot? How many miles are on the engine?

Thank you for fast reply. Im not sure about mileage. Im guessing around 300k/km. But the engine has been sitting for few years. There is white smoke when it starts but if it is blow by then the engine should not stop after fuel solenoid shuts am i right?

If you kill the power to the pump and it stops the engine, the problem is the pump I would think.
Sounds like something is stuck in the pump if that is the case.

But the parts what i can see when removing top cover of the pump are all good, everything seems to be okay and moving, not stuck. Could the issue be on the lower side of the pump?

I would say yes to that.
Too bad you can't get some automatic transmission fluid in the pump or some brand of diesel cleaner... Diesel purge maybe?
Hopefully someone else will chime in here on this topic.

I could drain the pump and fill it with ATF or what ever. And i should just let it sit like that for a day or two and then drain and fill with diesel and try to start again?

It is worth a shot to try. Let it sit for a couple of days and see what happens.
It really sounds like it is gummed up from sitting for a while. Like the governor in the pump is stuck open.

Governor shaft was moving, also the gas shaft. But ill try to get my hands on that diesel cleaner stuff, i dont think atf will do it.

Does the turbo pump you have installed have that lever on the back that attaches to the cold start cable and linkage? Your idle adjustment is there on the right side of that rocker if I am remembering it right. Maybe that rocker is stuck as well. Try some WD 40 or other penetrating oil and get it to move to and fro.
Once it is loose, start the beast and see if it still roars like a lion. If so, shut down and back the screw off a bunch and try again.
Those are my thoughts.

Cold start linkage moves freely aswell. Funny thing is that everything seems to be in working order, nothing stuck, rusted or missing. I even tried taking off the spring mechanism of the gas shaft and tried to hold it by hand in different locations to see if that makes any difference but still nothing. My last guess is that something is wrong in the lower section of the pump that i cant see when removing top cover. Ive been looking around for used pumps but they are hard to find where im located.

Have you tried moving the throttle lever Counter Clockwise one notch? Mark the position of the shaft as it is and rotate the lever and replace the springs as they were.

I know exactly what the problem is. The governor shaft is rusted internally. At the time of starting the pump is designed to supply waaay more fuel than at idle. Had this happen to a pump that was sitting for 10 years. Took off the top of the pump and used a punch to free the stuck shaft

Why are the best and easiest fixes solved by beating it with a hammer?
Just seems ODD to me. But then I am more of a thinker type and get in too deep sometimes.
