I have an injection pump that was rebuilt several years ago; but at that time I was not aware that atf should be placed in it if the pump was to be stored for awhile. Now when I try to rotate the pump using a key and pulley for leverage, I cannot get the pump to rotate. Does this mean that I need to open the pump and clean, lubricate and reseal the pump? Thanks.
I would do exactly that. There are too many parts that could be gummed up and even a soak in Diesel Purge won't get rid of that. I would expect the cam rollers to be the worst but the vanes are definitely going to be stuck and so you won't get any real fuel through it, or pressure until you do a teardown. Sorry to say that but for the cost of the pump reseal kit compared to a new pump it is a foregone conclusion that at this point you should open, verify and clean it up. Soak all parts in a diesel/atf solution 50/50 would do more ATF wouldn't hurt though.
