Extremely hardened.. when I was doing my first custom M-tdi pump I had to modify the throttle lever, and part of it needed ground down..

JESUS, thought I was working with the hardest metal on the planet!

It's probably hardened in the same batch as the fuel limiter pin. That pin is f**kin HARD!!! I tried to grab it with Vise grips to twist it out and the Vise grip just slips, didn't even put a scratch on it!.
