Yes you can. I can't speak to any differences between the years, but you can do it assuming the governor assemblies are the same under the cover. There is a solid stop in the NA pump that needs to be tapped out of the way, otherwise the aneroid serves no purpose.
In the photo below, the solid stop is the ~6mm round plug just above the 3-sided bolt and toward the pulley end. You need to either cut (with a disassembled pump) or carefully tap this plug far enough out to allow the internal stop arm to swing past. This will be clear when you open your pump. As I recall, I was able to do this with the pump installed, using a drift and hammer. I did grind the outside of the stop pin where it was peened to the pump body and used a little bit of sleeve retainer to keep it from moving around in the future.
