Manual boost controler?

Is it at all possible to put some sort of manual boost controller on a K14 or K24 turbo. Im pretty sure I've seen it done, But it might have been with an old garrett.
Im asking this beacuse im trying to dial in my boost to about 15 psi (On a K14) and from what Ive done and seen with the wastegate, It seems as though I can either have it set to the regular factory setting of opening at about 11 psi, or have the screw turned in a bit more and have it spool up to and past 25 psi. I can seem to get it the dial in at anywhere in between 12 or 20 psi. Is this a lost cause?
Or am I forgetting to do something.

I used just a ball valve.  Now i don't have super fine adjustment but all that i need. Worked good.  i cut the stock line and just used some small clamps and some hose.

MBC will work better tho. it holds the WG closed until right before it needs to open, then it "pops" it open. there should never be a partially open wastegate with a MBC..

that ball valve just makes the wastegate open more slowly, its still seeing full line pressure tho. the MBC keeps the WG from seeing full line pressure.
