IP lift pump not working

I have a Quantum TD engine installed into a 81 Caddy. Got it running but only by bottle feeding fuel. How can I check the vacumm at the pump? And how much is needed? Thanks

A vacuum gauge attached to the fuel line will tell you how hard the pump is pulling.
 NO vacuum is needed or desired.

Try running straight ATF for a bit and rev the snotters out of it. Hopefully the rotor vanes will free themselves.
