In the inst. cluster of my '83 Caddy, there is single Up Arrow in the middle-lower part of the warning light cluster. It blinks on every once and while then goes off. What does it indicate?

Think you are talking about the upshift light... when it's working correctly it uses throttle position and engine speed to tell you when to shift up for best fuel economy.
Most people disconnect them as distracting.

dont laugh at me, but i think it is kinda neat, and its the only thing that does not work on my jetta, and i cannot find a good one anywhere, does anyone have one they dont want that works? ill pay shipping. thanks!

lol shift light... just tune into the sound that the engine makes. that's one reason i love driving a diesel... some new gassers you can't even hear what the motor is doing.

There's more to the circuit than the light bulb.. two switches on the throttle, a line to the transmission (so that it doesn't tell you to upshift from 5th), a line to the tach and alternator, and a control circuit on the relay block.
In other words, if it's not working right there's a bunch of possibilities.. nothing that anyone can "ship you" until you know what's broken... can't remember if the Bentley covers troubleshooting or not.
Everyone I know deletes them the first day they own the car.

I've got it on my TD. It's not really working right and one of the switch kept coming off the injection pump and blocking the throttle shaft so I had to take it off.
It's a cool feature though but the switches could be used in so many other ways.

I have one on my Rabbit, it would tell me to upshift at idle, and then the light would go off in the upper RPM range. It also told me to upshift in 4th (only a four speed) I didn't listen to it :P

Dude that's the secret fifth speed VW didn't talk about

Yeah, I ripped out my upshift light system too. Seemed like I was always lugging the engine if I shifted when it told me to. I'm sure it saves on fuel but it just didn't sound healthy. Instead I have a little piece of paper on my passenger seat that I printed out from a spreadsheet I made. It lists gears, RPM, and MPH -- I call it my poor man's tachometer. :-P
The WOT switch is still useful though for other functions like an A/C cutout or water injection or other fun things, so I still have mine kicking around in the garage somewhere.
You can also use your orphaned upshift light for a radiator fan indicator, a glow plug indicator, or an overheat indicator via the A/C cutout switch on the front water neck and a relay.

so, the only purpose of the idle and full throttle switches is for the upshift light, and full throttle switch is also for a/c cut off? no other purpose?

The WOT switch is not an A/C cutout in the stock configuration. I would consider it a good upgrade though.
The stock A/C cutout is a high-temp switch on the front water neck.
