Title: Trouble keeping fuel primed

I am having trouble keeping the fuel primed in my TD Caddy. When it's on flat ground, it's ok....when it's on an incline, the fuel drains back into the tank.  

I try filling up the fuel filter, and it drains back down.

I try filling up the pump, and it doesn't stay primed.

Hints? Suggestions?

Does it sound like an air leak in the return line?  

Does anyone know where I can get replacement crush washers?  I think those may be partly to blame.

Definately an air leak somewhere.  A friend of mine in MD had a N/A diesel MK1 that did the same thing and replacing the washers helped.   Any self-respecting VW dealer should carry them,  (hell, the one I worked for did!!) N-013-814-9 maybe?  Also, isnt there a check-valve in the return line near the fuel tank to prevent excess fuel drainback?

Thanks as always for the help. I will try to get down to my non-local dealership (other end of the state from where I live, but where I work) and get some new washers. I will replace all 6 and maybe get a few extra just to have as spares.
