Are you sure?  I've looked for specs for these cars on the web and all I can find for diesel engines for 97 is the 1.9 TDI engine with 90hp (later increased to 100hp)

The AAZ TD engine was available in Canada from 1993 to 1997 in the golf and jetta (my car is a '97 jetta 1.9TD). They were sold alongside the TDI models in '97.  The 1.9TD was also available from 1992 to 1995 in the passat. All 1.9TD's were turbocharged. They were never sold in the US. I'm not sure when they were available in Europe.

Only the 93 Passat sedan and 95 Passat sedan and wagon had the TD option.  They were no Passat in 1994 in Canada.  And yes, the 1,9TD was available in Europe, but only in 93-94 A3 model years.  The TDI arrived around 1995 I think.

As DR D - pointed out -

butchers do exist - and I have seen some Franken jettas and Golfs

Cobbled together engines - block from here pistons from here - IP from there - head off whatever would fit.

And the block had a crack in it
