Title: Power steering problem 91 jetta Any fixes?

Hi, Been searching around on the forum but there isn't much on troubleshooting a power steering problem.  Just bought a 1991 TD Jetta 1.6L.  The power steering doesn't work or is really stiff.  Probably more like a manual rack would act.  There is lots of fluid in the pump and it doesn't make any funny noises.  Where do I start?

Is there a rebuilt kit available? :?:

Does it get lighter if you rev the engine very high? Mine started doing this and it turned out to be the pump. look in the reservoir while the engine is running. You should see the fluid moving around.

Anybody know if there's a kit available to rebuild my power steering pump?
