I agree EcoTX,  normally this means the speed is up over 80 or something and they are driving one handed or not taking a picture, looking down not at the road. 

Glad to see it at rest.

8V  That is the type of picture I was thinking about. They use them in court for proof you were exceeding the 20 MPH limit in the school zone.
