so before i take it to the dealer id like to try and figure out WTF is going on,

the other day i had a 000564 code Boost Pressure Regulation: Limit Exceeded (Overboost Condition)

I checked all my Vacuum lines, Actuator holds vaccuum, cant see any leaks in the Vac lines, checked all the intercooler tubing

when i would drive, around 2200RPM the car would start hesitation and surging, i would hit 3300RPM and the car would take off like a rocket,

havent drove the car in a couple days, today the car worked GREAT!!! went down to the store on the way back BOOM limp mode >:( got home and scanned it. 000665 - Boost Pressure Regulation: Control Range Not Reached

this is a 2006 Jetta TDI BRM engine code,

Can you move the vane actuator? Pretty hard to reach on the BRM but can be done.

yea, i can move it with a screw driver no problems.

Is there a lot of soot around the egr cooler flap valve actuator?

If you look from under the car, you can see an actuator that closes off the egr path to the egr cooler. It should be covered by a fabric heat shield. The bushing often leaks and hot egr gases blow out coating surroundings in soot and causing low boost. It also tends to whistle around 2000 rpm.
