Title: Siezed wastegate on a K03, has anyone freed one up?

Hello all.  I just obtained an AAZ with a K03 for my coupe, and for the last few weeks I've been dissembling and cleaning/painting.  During one of my poking around at things check over, I have found that the wastegate on the turbo is seized in the closed position.  I removed the actuator rod from the external wastegate arm to rule that out.  The wastegate itself is siezed.  I have been soaking it in penetrating oil for a few days now and today I tried some heat to no avail.  So my question is, has anyone gotten one of these freed up before?  If so, how did you do it?  I'm going to take a wild guess that if I can't get this freed up I'm going to be in the market for another turbo?  Thanks guys!!   :)
