 I'm just guessing but it looks like he forgot to renew the domain name again???

Nah, not usually, when they expire they go into a 40 day quarantine with the registrar. Any time during the 40 days the original owner can get it back just by renewing it at the normal price.

After the 40 days is up it's up for grabs.
