Title: front brake clip - how is it installed?

One of my brake clips fell off. They are installed as in this pic, with the center spring (with the slot) under the caliper.

I bought 2 new clips from the dealer and installed one of them like in the pic below, with the center spring (with the slot) not under the caliper. I have a hard time getting it to be like in the pic above without forcing it. Which one is correct and what is the correct procedure to put the clips on? The Bently does not have anything on it nor does ETKA show how it should sit.

Install them, then install the brake pads.

If they really resist you probably have some rust built up on the carrier.

when i install/remove, the brake pads are out of the way, as in not on the car.
