Title: Flashing Coolant Light Question

I have a 1989 Jetta turbo diesel and the coolant light intermittently will blink when its cold started and the light will then stay on.  If, after the car is warmed up a little, and I turn the car off the light will then stay off after it is restarted again.  It also appears that the engine temperature stays down a little when the light is NOT flashing.
Any ideas what the problem could be (or if there is really a problem or just a strange idiosyncracy).

low coolant? or a bad ground? its one or the other.
