Title: alright, its getting old...

so early this winter I had replaced my alternator as it wouldnt charge, etc... bam, that was all good, got a good used one in and was off and running. Now, I dont know why, but with both off them, when i change from high to low beams and vice versa, the tach dies and and comes back to life.. when I hit the dash... Strange strange stuff.

Now, my alternator belt is starting to slip, but it could stand to be tightened. Regardless, the above happens regardless of how tight the belt is.

the signal wire from alt to cluster fubar'd? try replacing the car that should fix the problem lol.    I had a similar issue on mine once and first thing i checked was the regulator on the alternator,  for me it was worn and even a new regulator didnt fix it. So in your case I'd check the wiring if you know the regulator and the alternator are good.  After that maybe check your grounds and wiring from your headlights (you low to high beam changing issue) and if still nothing maybe try swapping clusters.

Sounds like you got a loose connection.
