Title: not another W terminal question

Howdy Gang,
 The "W" terminal on our 1985 Golf diesel alternator is hooked up , but we don't have a tach.
I'm not happy with the volts our volt meter is showing- <10v with the heater fan on high 13v with it off
any suggestions?

Does the "W" terminal do anything other than supply a signal for the tach?

IIRC its the power for the "dummy lights" when you have a gasser

It also relays engine speed to the dynamic oil pressure warning system.

Thanks guys,
 I've replaced the dynamic oil pressure warning system with a gauge reading the pressure at the head.
So that W wire isn't needed
