Does the accessory pulley portion of the crank pulley come off separately with the removal of those four little bolts, like on a TDI? Or do I have to take the center bolt out of the crank pulley in order to get the thing off? I have a 1.6 GTD, I think an SB engine code.

Yup, leave that centre bolt alone. ;)
Remove the 4 hex bolts, tap with rubber mallet. A bit of PB Blaster overnight can help if there's a lot of rust.

Yeah the ACC. pulley can be a real PITA to get off if it's never been removed. I ended up having to pry one off. Really not the best thing to do.
