Title: freeze plugs, same in 1.6 and 1.9 ?

Does the 1.6 block heater that installs in the freeze plug hole fit the 1.9 exactly?

Was it ever an OEM part or always aftermarket?

Yes they are the same block heater. I don't think they were factory installed but dealer installed in cold climates I think but am not sure.
