Which way do you turn the idle screw to lower the idle? ??? clockwise or counter clockwise?

I think you're talking about fuel screw. You want to turn the threaded rod on the back of the pump to allow the "throttle" arm to move farther clockwise to decrease idle.

so you back the idle screw out right to allow the throttle arm to come up

Yeah, you allow the throttle arm to stop further back.
