Found a Diesel cluster w/tach for sale in CA on the Vortex for $40.  Here is the link, http://forums.vwvortex.com/zerothread?id=4470581.  No association with the seller.

I don't trust Vortex anymore. Bad experience myself and I've heard too many as well. Sounds like a good deal though.

Try and go through paypal with a credit card if you can.

I actually bought my cluster off of a Vortex ad from a Canadian, everything went smooth.  Also picked up a bunch of TD specific parts from another Canadian Vortexer, again it went very smooth.  I think you just have to be careful and research the person you're dealing with.
