Title: 85 1.6l NA cannot get belts tight

okay just got this car today, fairly recent belts put on this vehicle... either the waterpump/comp is tight or the comp/alt is tight but not both belts at the same time and inbetween with both of them loose they are too loose?

wrong belts or am I missing something since I was flying blind as my manual only covers up to 84 stuff, but adjusting belts is pretty much universal no matter what car or motor....
