Title: Hard to Start 1.6 EcoTD - Second Time Usually ???

1991 Jetta EcoDiesel

Cold start, usually no problem. Second try, usually all the time. Car has never left me stranded. I've replaced the air filter, fuel filter, timing belt, added a can of diesel purge. I'm thinking the problem may be the injection pump timing, bad ground wire, or something fuel related.
