what are the injectors on a 1996 1.9td torqued to?

I think 55 ft-lbs like the 1.6...

96 Should be a TDI I thought? Or am I in need of some edjumacation?

The claw that holds the injectors down is something like 30-35ft/lb if I remember right? The bolts like to stretch quite a bit though, and after one or two cycles can actually stretch enough to keep the claw from getting tight (the bolt just bottoms out) you can use washers to help, but new bolts would be the better plan.
