Either not fully primed or the solenoid is stuck/bad. Take the solenoid off and check the plunger, and make sure power will suck it in. You should hear a click when it's installed.
-
The stop solenoid working or not will not make any difference on the return flow out of the pump. If fuel is going in, something has to be coming out. It's probably full of air

if its got an airlock, how do i bleed it out? i primed it with a hand primer, so i know theres fuel pressure going into the pump :?
-
It shouldn't lock. The injection system is suppose to be self priming.
Was it a vacuum pump or a pressure pump? You can crack open the injector lines or the return line to try and help it a long.
Why is the pump empty of fuel?

the pump was found in a mates garage, from one of his old race engines, so it was void of fuel, but the cars running now thanks to my dad and bro while i was at work, cut-off solanoid had seized up through not being used
