i just finished doing the head guasket and timing belt in my 96 td 1.9L jetta. it kinda runs but hesitates a lot then runs for a bit putting out a lot of white smoke. i was told it was the fuel injection pump was timed wrong and as much as i play with it it doesnt do a whole lot.

I just did the same on my 92 1.6TD, MHG, timing belt etc... on a cold start it will blow out alot of white smoke until it gets warm, then it runs just fine.

How long has this been happening Geoff?
Could be as mentioned either the timing is off and/or there is some antifreeze in the exhaust. The later would burn off after a short drive though and not return.
EDIT; Is this a TDI or an AAZ 1.9?

Sounds like timing. Based on your description you have a single piece pump pulley right?

Timing and/or air bubbles would be my guess as well.
