Title: (I.P.)Removing lower seal in LDA?

Does the whole top side of the IP have to come off, in order to remove the seal under the star wheel? Mine is leaking (I believe) from the LDA housing, out of the side. When you remove the LDA cover there is diesel fuel in there, under the diaphram.
