Which Temperature Sensor do I need for a 91 Jetta without turbo?  Blue or black?  What is the difference?

one is for the gauge,other for glow plugs

Which one is for which?  The ones in the car are the same type, but are not working right.  The temp gauge in the car goes all the way up, but the car is not that hot.
