are you using lowering springs?

90 Jetta lowered 1.5 front 2" rear same 216000 mile shafts..

im on coilovers, but ive had Golfs lower than this and not had a problem :?

Sounds strange. I've been through some outers over the years, never had an inner go.

check that your transmission wasn't swapped for a bigger one in the past, I've had that problem on my other car.
it works ok, but as soon as you drop the car they start braking.
lowering compresses the transmission, if it's already working on the limit...

I had a similar problem with my 89 fox . Kept breaking l/s outer joint. The front shocks were aftermarket [monroe or some other garbage] and so they let the front suspension drop too low, putting too much tension on the joint. Only l/s had a problem even though both sides were the same.
The other thing i would check is to see how straight the shaft is.
