It's part of the circuitry of the cluster.

Does this work in conjuction with the alternator excitor wire?I see a line going to the w term. on the alternator.like it needs to see that theres press. before it starts to draw from the alt.Is this correct?

Yup it does.  The cluster circuit uses engine RPM to decide when to start looking at the sensor on the filter flange.... at around 2000 RPM.  Below that speed the sensor would give a false positive reading so it's ignored by the cluster circuitry.
