Can't read it, but it looks like they are putting a shim in so the intermediate spring doesn't have as much movement. Probably a lot better than removing and replacing it with a shim. I just think it would be hard to find a washer of the right size to fit inside the spring.

if you look at the last 4 pics , it looks like they are putting in a spacer in the smaller of the 2 govenor springs .
did you try babblefish.com to translate the text ?
