Title: Timing belt alignment

My timing belt tens to ride towards the outer edge of the injection pump pulley, towards the timing belt cover. I've tried 3 different pumps so I'm sure its not that, could it be how its aligned on the pulleys when I tension the belt?
Any ideas?

I'd suggest that as long as the belt isn't falling off the edge of any pulley, don't worry about it.

you can't really align it when you tension it.  It'll always go to the same spot.  Usually when it is not straight it is because one of the pulleys are crooked.
