Title: 03 Jetta headlight alignment

Can anyone help with info on how to align the 2003 Jetta headlights.
My Jetta's high beam is too low. I note there are two white plastic screws
on top, at each end of the assembly but nothing seems to happen when the screws are turned ??

BUMP

The 2005 thru 2008 are on a recall but for poor lighting not adjustment
as far as I know.
