do they work on 1.6 idi's???

yep.  they'll work on any wastegated turbo setup.  they basically limit the amount of charge air going to the wastegate to 'fool' them into thinking you're at a lower pressure.  this makes the wastegate open at higher psi, and should be adjustable.

they tee into the hose or metal line going into the wastegate. (looks like a can)

Depends.  What do you want to do?  How much boost do you want and what is your turbo set-up?
