Title: 91 Jetta TD surging?

My 91 Jetta TD surges when I get to around 3000rpm.  It is not very noticable, but still quite annoying.  Does anyone have any ideas as to what might be causing this?

there are 4 bolts that hold the injection pump in. 3 of them are on the flange that holds it to the timing cover assembly. the other is under where the injector lines come out of the pump. if the one below the injector lines is loose or gone, it can cause this.

could be another problem but i would check there first

All 4 of those bolts are tight.  Any other suggestions?
