Title: New camshaft won't rotate. What did I do wrong?

I am toying with a remanufactured 1.9 TD. As the IP was being rebuilt I made the mistake to rotate the crankshaft without the timing belt  ...slowly  with a spanner looking fo the TDC position on the FW. Now that my IP is back I want to  set up the timing  belt but I feel that the camshaft  will not rotate. Before applying persuasion anywhere I would like to make sure that I have not damaged anything. Yes I know now that I was not supposed to rotate the crankshaft by itself... . What should I do next. Help.

Turn the crankshaft to TDC, then 90 degrees more (either direction) so the pistons are out of the way. Then turn the camshaft so both cam lobes on #1 cylinder are pointing up. If there is any resistance when you're turning the crankshaft you may have to turn it counterclockwise 360 degrees so you keep from hitting the valves. Just take your time, it may take some combinations of rotations to get the camshaft and crankshaft into the right position at the same time.

I find it easier to unbolt the cam caps and remove the cam.  Rotate the crank to TDC.  Lay the cam in place with the lobes of #1 up.  To each their own.
