Title: What RPM does the IP Governor begin?

I just installed a TD (with a tach) into my 90' NA Jetta chassis.

It revs very nicely until about 3000 rpm.

Am I running up against the beginning of the IP governor?

Or do I have a fuel line restriction that I am running into?

I believe that the governor starts to cut off fueling at 2800 rpm on the 1.9 TD and the 1.6 is much the same.As long as it revs to 4500 rpm without  any smoke or lack of boost (power) then I'd say that sounds like a normally operating governor.
