I am considering the low restriction intake as an initial step in improving fuel economy. I will also try to fabricate an a cold air intake piping with larger input to also act as air scoop.

A number of people have put 4" ductwork to the front of the car from the intake on the NA 1.6 VWs. From what they say, it peps them up a bit over the restrictive stock snorkel, and probably increases mileage a little because of freer breathing. I'm going to do this on mine when I get it installed (maybe this weekend....?)

Boost your cold tire pressure to the max rating on the sidewall. That alone should give you a couple of MPG.
After doing the cold-air intake and tire pressuremods, the other 'big ticket' item is to openup the exhaust. Put on a set of gas engine headers and a 2 1/2" exhaust with a straight-through low restriction muffler. Diesels have no cam overlap, so don't really 'need' headers, but headers and a bigger pipe reduce backpressure and allow the engine to breath as efficiently as possible.
Those three items alone will give you nearly all the big fuel economy advances you can get. From there it's fine tuning. Advance IP timing to maybe 1.1mm (help me out here, guys!), back off the max fuel screw, etc.

I ran a cherry bomb muffler (basically no restriction resonator) on stock diameter pipes and set timing to 1.15mm lift. I increased my fuel economy about 25% (best was 900 miles a tank, worst 600 miles in -25C constant after mods) and raised the top speed to 100mph from 80. Stock intake. This car had compression 360-500-500-360 and ran well once the exhaust was openend up, I think the muffler has plugging up from soot due to poor compression and factory spec timing.
I think a cold air intake via hood scoop would work well, but I was happy enough with the exhaust mods to stop tinkering. I find shifting early helps alot too, if you play enough with the fueling and timing the engines power band seems to be 2000-2500 rpms.

just an update...
The cold air intake was a sucess. You can initially feel the effects during accelaration. fuel economy is a bit better, However I am still trying to figure out the best position for the pipes.
The header, 2.5inch exhaust and a the muffler after asking around needs to be customized and would cost too much right now so I can not impliment it :(

Header not changed, but I just replaced my piping and muffler 2.5" from header->out, and the bill was $32USD for the muffler, $95USD installed with new piping.

Make sure your pump and injectors are like new, add an EGT gauge, and keep it under 600*.

Look up transfer pressure, or internal pump pressure.
my best guesses for the 1.6 TD's are as follows...
36-46psi@1000rpm, 67-75psi@3000rpm, 94-103psi@4500rpm,
these are engine rpm's. Google "hagar" and "smileage" for how to check the pressures.
