Is the T3 1.6TD oil return line from the CHRA to the oilpan the same as the Jetta 1.6TD oil return line?

You don't give enough info to be able to answer your question.  The T3 was used on the 1.6TD Jetta.  The same T3 was also used on other 1.6TD vehicles with a different return line.  The 1.6TD Jetta also came with other turbos, e.g. K24 and K14, and the K14 used a different return line.
