Should this pump provide a strong vacuum if you put your finger over the fitting pulled out of the brake booster?

I wouldn't call it strong.  More of a mild pull on the finger.  Do you have access to a vacuum gauge.  That in line with a tee and the booster will let you know how good the vane pump is working.  They do get worn and the top plate will show scraping.  That might affect how well the pump builds a vacuum.
