Under what circumstances do the hydraulic lifters have to be adjusted?
Is it just a matter of keeping valve dimensions in spec after reseating the valves?
If not grinding material from the valve seat are they just left alone?
Is this a standard procedure in a good machine shop?

Hydraulic lifters never need to be adjusted.
The dimensions of the head/valves need to be within spec when the head is rebuilt but there is typically plenty of automatic adjustment within the hydraulic lifters that nothing special needs to be done.

Libby, can one just swap out the mechanical lifters for hydraulic ones? I found a set of hydros for cheap and considering swapping out the ones I have on the 1.6. I can't think of other parts that need to be compatible with the lifters to make them work as they are designed.
It may be that I have too much of a turkey stomach going and draining the brain of blood. Yawn.

No, the hydraulic lifters cannot be swapped into a mechanical lifter head. If memory serves, the hydraulic lifters are thicker between the surface the cam pushes on and the surface that pushes on the valve stem. The valves are different also. I believe the pocket for the valve springs/lifter is recessed slightly deeper on the hydraulic heads also.
